What does this ARC Tick Approval Mean?

"ARC was appointed in June 2005 by the Australian Government, Department of Environment and Water Resources, as the industry board to administer the new regulations relative to the abatement of avoidable emissions of Ozone Depleting Substances and Synthetic Greenhouse Gases.
